The army doesn’t want to get the smart guys becomming normal soldiers because they will question orders. So if they do decide to draft some smart guy they will put him behind the frontlines doing performing some other task that isn’t very controversial.

I can imagine the same reason goes for the police force. You don’t want the policemen to question their duty. Even if they are ordered to do unethical tasks.
