But I don't see a basis for his statement that the judge has no authority in the lobby, just because it is outside the actual courtroom. At least when court is in session, the space is occupied by court personnel (bailiff) and equipment (metal detector), performing administrative and security functions of the court. The space is just as much under the control of the court system as the courtroom itself.
