The only way the voters could change the law is through a constitutional amendment. This is how medicinal marijuana was legalized in Colorado..... the people overruled the crazy government bureaucrats and amended their Constitution. The police chiefs frequently mislead in this manner. There are tons of small-time marijuana arrests that result in criminal convictions. People get arrested for possessing a pipe with residue in it.
