I can rattle off a good dozen instances I've witnessed firsthand just on an instant's notice. When the rules aren't followed by those who make, maintain, and enforce them, that's a clear demonstration that there <i>are</i> no rules--just a thin calcimining of professed "right" covering the might underneath.
