		<description>i&#039;m a little unsure of idea of a privatized police force- would that mean a wealthy suburb would be like a wealthy private school and a shoddy town would be a shoddy whatever? it doesn&#039;t seem fair. wouldn&#039;t the wealthier simply get the best of the best because they could afford it while everyone else would get whatever was leftover? </description>
