“Tragedy of the commons” is a political fallacy. What it assumes is that people using the commons are completely isolated from one another and do not talk with each other regarding the use of the space they hold in common. What TotC should really be called is “the tragedy of private property”, since it’s essentially an argument against capitalist free-for-all property, or absentee-owned property (remember that the state acts as a giant landlord) rather than commonly-held spaces.

Elinor Ostrom writes about this very topic, and I’d recommend her writings to set the record straight.
